Overview

Fred is of counsel in the Vorys Washington, D.C. office and a member of the corporate practice group.  His practice is focused on international trade and customs law.  Fred represents foreign and domestic manufacturers, trade associations, multinational trading companies and domestic industrial consumers in antidumping, countervailing duty, safeguard and other trade-related proceedings.

Representative transactions include:

  • Representing a Canadian producer of an ingredient for the food, pharmaceutical, and cleaning industries in the revocation of an antidumping order on its product.
  • Representing successful appellants in two precedent-setting decisions by the U.S. Court of Appeals for the Federal Circuit regarding the U.S. International Trade Commission's injury and causation analyses in antidumping and countervailing duty proceedings: Gerald Metals v. United States (1997) and Bratsk Aluminum Smelter v. United States (2006)
  • Representing a Greek manufacturer of aluminum products in an antidumping investigation which resulted in a negative dumping determination and dismissal of the case by the U.S. Department of Commerce.
  • Representing the Austrian and German subsidiaries of a Swiss-based producer of organic food and pharmaceutical products in the dismissal of an antidumping case as the result of an unanimous vote of the U.S. International Trade Commission
  • Representing a U.S. manufacturer of steel products in the first successful investigation of duty evasion conducted by U.S. Customs and Border Protection pursuant to the Enforce and Protect Act (EAPA).
  • Representing a French producer of a food additive in an antidumping case which was dismissed by the U.S. International Trade Commission during the preliminary phase of its investigation.

Fred is a member of the District of Columbia Bar, the New York Bar and the Wire Association International.  Fred is admitted to practice in the District of Columbia and New York.

Fred has spoken at seminars for the steel and metals industries on U.S. antidumping and countervailing duty laws and has presented courses to the importing community on U.S. customs law and procedures.

Fred received his J.D. cum laude from Harvard Law School and his A.B. cum laude from Princeton University where he was Phi Beta Kappa.  He was awarded a Fulbright Scholarship and attended the Australian National University, Canberra, Australia.
