Former General Counsel for The National Retail Federation Joins Vorys 

Vorys, Sater, Seymour and Pease LLP announced today that Mallory Duncan, former senior vice president and general counsel of The National Retail Federation (NRF), has joined Vorys.  Duncan served as NRF’s general counsel from 1994 to 2017.  Prior to joining the NRF, Duncan spent 10 years working in the legal department at J.C. Penney and several years as a senior attorney at the Federal Trade Commission’s Office of Policy Planning. 

“Mallory is widely respected in the retail industry and has a profound knowledge of the significant issues facing retailers including antitrust and competition issues; pay card acceptance and interchange; pricing; e-commerce; privacy and data breach; challenges facing brick and mortar retailers and the impact of online marketplaces,” said Michael Martz, Vorys’ managing partner. “We’re excited to welcome such an experienced retail lawyer to further strengthen Vorys’ leading retail industry group.” 

Duncan, who joins the firm as of counsel in the Washington, D.C. office, helped to execute the NRF’s advocacy, communication, and education efforts.  He also managed the NRF General Counsels Forum, made up of chief legal officers at many of the nation’s best-known retail companies.   Duncan has significant experience with credit card industry fees, rules and practices and spent over a decade working to try and make the card industry more transparent and competitive. 

“Vorys has been as been at the heart of the evolution of the retail industry for decades. They’ve represented retailers both large and small in wide array of nuanced legal issues,” said Duncan.  “I’m excited to join the firm and use my experience to further assist the retail industry.” 

Duncan received his J.D. from Yale Law School and his B.A. from Pomona College.
