Thomas R. Trotter
Mr. Trotter is a partner in the Vorys Akron office and a member of the corporate and finance group. He practices in municipal finance and represents issuers and underwriters of tax-exempt bonds. He also assists public bodies in connection with their debt issues and assists private health-care providers, manufacturers, and developers in publicly assisted debt issues.
Career highlights include:
- Serving as bond counsel for a state university on a $500 million project that altered the campus of the university and included two new classroom buildings, a new student union, a student recreation center, a football stadium, new dorms and parking decks
- Serving as bond counsel for a public library’s $80 million project that transformed the main library and replaced and renovated branch libraries throughout the city
- Serving as bond counsel for a city zoo’s $18 million project, transforming the zoo from a children’s zoo to a major zoological park
Mr. Trotter is a member of the National Association of Bond Lawyers, the American Bar Association, the Ohio State Bar Association, the Akron Bar Association, and the Ohio Government Finance Officers Association.
Mr. Trotter has spoken at seminars and classes sponsored by a variety of organizations and universities, including Kent State University, the University of Akron Law School, the Ohio Department of Development, the National Association of Bond Lawyers, and the Ohio School Boards Association. His topics have included public finance, federal taxation of public securities, industrial development bonds, second-lien financing, school district finance, and tax-increment financing.
Mr. Trotter received his J.D. from Tulane University Law School where he received the Alumni Medal and was a member of the Order of the Coif and the Tulane Law Review. He received his A.B. from Ohio University.
