Economic Development Incentives used by Political Subdivisions
We have wide experience in serving municipal corporations, townships, counties and school districts, as well as special purpose entities such as joint economic development districts and community urban redevelopment corporations in public-private partnerships and their economic development matters. Our attorneys include former members of municipal law departments, including the former Law Director for the City of Cleveland and the former counsel to the City of Cincinnati’s Development Department.
Our attorneys regularly advise political subdivisions on issues such as the use of tax increment financing and other types of economic development financing to support the construction of public infrastructure improvements and private development, the offering of community reinvestment area and enterprise zone tax exemptions to encourage expansion and construction, and the creative use of special programs such as municipal incentives based on job creation.
Our engagements in this area include the following matters, among others:
- Our attorneys structured an annexation/economic development incentives-based agreement and provided related counsel that led to the award of a multimillion dollar Ohio Job Ready Sites grant in support of a municipally-owned industrial park in Western Ohio
- We structured the incentives necessary for the development of a $1 billion mixed-use project in Lorain County, Ohio
- Our attorneys advised a Central Ohio municipality and prepared necessary legislation and agreements in connection with a TIF/CRA-driven redevelopment of its main street corridor
- We advised the Board of County Commissioners of Hamilton County in connection with the Banks project, a complex public-private partnership to redevelop Cincinnati’s riverfront.
