Dick Schwartz, a partner in the Vorys Houston office and a member of the litigation group, was elected chairman of the State Bar of Texas District 4 Grievance Committee. Members are nominated by state bar directors and appointed by the state bar president. Currently, 387 volunteer grievance committee members serve on 17 committees throughout the state of Texas, with the district grievance committees being composed of two-thirds lawyer members and one-third public members.
The district grievance committees perform two critical roles in the discipline system; they review complaints presented by the chief disciplinary counsel and determine whether the case should be dismissed or proceed to prosecution; and sit as an administrative tribunal to determine whether professional misconduct was committed and assess an appropriate sanction. These determinations are made by panels of the committee. In addition to being chairman of the committee, Dick will serve on one of these panels of the grievance committee to make these determinations.
