William D. Hayes

Cincinnati Office

Mr. Hayes is a partner in the Vorys Cincinnati office and a member of the energy, environment and utilities practice group.  His work is solely environmental in nature with a primary focus on air quality issues.  Mr. Hayes provides strategic advice to manufacturing clients regarding plant expansions and processing changes.  He also provides enforcement defense in matters brought by local, state and federal environmental agencies.

Career highlights include:

  • Serving as managing attorney for air and water issues at the Ohio Environmental Protection Agency
  • Serving as outside environmental counsel for several major corporations, including an automotive manufacturing company and a lawn care and garden product company
  • The enforcement defense of a stone and aggregate company, resulting in change of the Federal New Source Performance Standards Rule relating to underground non-metallic mineral processing

Mr. Hayes is a member of the Ohio State Bar Association, the Cincinnati Bar Association, the Air and Waste Management Association, and the Ohio EPA Permit Processing Efficiency Committee.  He is also a member of the Ohio EPA Permit Advisory Group, the Ohio EPA PAG Technical Subcommittee, and the Hamilton County Air Quality Policy Advisory Group.

Mr. Hayes speaks extensively in Ohio and nationally on air quality issues, including prevention of significant deterioration, Title V operating permits, maximum achievable control technology, Clean Air Act enforcement, and Ohio Senate Bill 265 statutory changes.

Mr. Hayes received his J.D. from Capital University Law School and his B.A. from Denison University.
