Karen A. Cincione

Columbus Office

Ms. Cincione is of counsel in the Vorys Columbus office where she is a member of the labor and employment group.  Her practice focuses on health care, government relations, and eminent domain issues. Ms. Cincione represents behavioral health and other health care providers in matters related to contracting, privacy, licensure, certification, accreditation, and other regulatory issues.  She also represents clients before the state legislature, in the state rule-making process, and before state executive agencies and local governmental entities.  She also represents landowners in eminent domain cases and other disputes related to highway projects.

Career highlights include:

  • As Chief Counsel for the Ohio Department of Alcohol and Drug Addiction Services, advising the Department regarding regulatory and compliance issues, rule-making, privacy, state contracting, public records, open meetings, and other public law issues
  • As an Assistant Attorney General, represented the Ohio Department of Transportation in eminent domain cases, public contracting and employment issues, and other matters

Ms. Cincione is a member of the Columbus Bar Association.

Ms. Cincione has lectured on the privacy of health care information, including mental health and substance abuse information, the federal Health Insurance Portability and Accountability Act (HIPAA) rules, the federal rules governing confidentiality of substance abuse treatment, and other federal and state laws governing health care privacy.  She has also made presentations regarding eminent domain law.

Ms. Cincione received her J.D. from the University of North Carolina School of Law and her B.A. cum laude from Miami University.

Before joining Vorys, Ms. Cincione served from 1995 to 1999 as Chief Counsel for the Ohio Department of Alcohol and Drug Addiction Services.  She also served from 1989 to 1995 as an Assistant Attorney General representing the Ohio Department of Transportation and other state executive agencies.
