Theodore A. Boggs
Columbus Office
Mr. Boggs is of counsel in the Vorys Columbus office and a member of two practice groups: commercial and real estate, and energy, environment and utilities. He is a seasoned practitioner in environmental, health and safety (EH&S) law. Ted provides counseling to businesses and governments on real estate transactions, Phase I and Phase IIs, Federal and State EPA issues, clean up of contaminated land, OSHA compliance programs, chemical enforcement defenses and next generation strategies. He has considerable experience under all Clean Water Act programs such as NPDES permitting, Storm Water Regulation, Antidegradation, Industrial Pretreatment, TMDLs, CMOM, SSESs, 208 and 201 Planning, CSOs, SSOs, Sewer Codes, Rates, and Infiltration/Inflow issues. His technical experience and background allows him to effectively counsel plant managers and work well with regulators.
Mr. Boggs has experience in hazardous materials transportation regulatory and litigation issues related to trucking, rail and air transportation. He regularly counsels clients on the application of the HMT Table, shipping paper requirements, labeling and placarding standards, and negotiation of enforcement matters and civil penalties.

- Participating on many advisory committees in developing new major regulatory programs
- Developing successful legislative proposals for permanent changes in state law
- Organizing various coalitions before EPA on water and sewer issues resulting in consensus solution
- Performing due diligence and compliance reviews for numerous acquisitions and ownership transfers
- Developing creative solutions to many environmental problems.
Mr. Boggs is a member of the Ohio State Bar Association, the Water Environment Federation, and the Ohio Water Environment Association.
Mr. Boggs is a frequent lecturer at national and state trade association seminars and training conferences.
Mr. Boggs received his J.D. from Capital University Law School where he was a member of the Order of the Curia, and a member of the Capital University Law Review. He received his M.En. from Miami University, Institute of Environmental Science and his B.S. from Bowling Green State University.
Mr. Boggs worked as an ecologist and environmental scientist before becoming a lawyer.
