Stephen M. Howard
Columbus Office
Mr. Howard is of counsel in the Vorys Columbus office and a member of the corporate, finance, energy, environment and utilities practice. He practices before the Public Utilities Commission of Ohio in electric, gas, telephone, steam, chilled water, water, and motor carrier matters. He has represented public utilities, marketers, and customers of public utilities in both rule-making and adjudicatory proceedings.
Mr. Howard has spoken on a variety of topics, including the transportation of hazardous materials in Ohio at the Ohio Manufacturing Association seminar, inside wiring at the Building Owners and Managers Association of Ohio and developments at the Public Utilities Commission in telecommunications to the Ohio Cable Telecommunications Association.
Mr. Howard is a member of the Ohio State Bar Association.
Mr. Howard received his J.D. from Capital University School of Law where he was a member of the Order of the Coif and his B.A. from Capital University.
Before joining Vorys, Mr. Howard was an attorney examiner at the Public Utilities Commission of Ohio from 1976 to 1985 and the Chief of the Rate Section of the Legal Department from 1984 to 1985.
