Mr. Harper is an associate in the Vorys Cincinnati office and a member of the litigation group.  He practices in the area of civil litigation, with an emphasis on litigation under the federal False Claims Act.  Mr. Harper has represented defense contractors and health care entities in False Claims Act litigation, is experienced with fraud, construction, and employment litigation as well as insurance coverage disputes, commercial paper issues, and campaign advertising.

Mr. Harper is a member of the American Bar Association and the Cincinnati Bar Association.

Mr. Harper received his J.D. from Northwestern University School of Law where he was a recipient of the John Henry Wigmore and the Gladys and Virginia Jansen Scholarships.  He received his B.S. from the University of Cincinnati.
